最近又跟一个租家吵起来了，来来回回叮叮咚咚十几封邮件，内容只有一个，翻来覆去讲船进入了high risk area（简称HRA），租家要承担additional war risk premium（简称AWRP）。
详细情况其实很简单，一条船从南非的Richards Bay装货，去印度西岸或者巴基斯坦卸货，船的行驶路线是从Madagascar东边绕过然后在5°S 65°E那里一路向北（见下图）。合同规定了租家负责AWRP。
争议就在于当船进入红色区域（见下图）要不要交AWRP。
想要搞清楚这件事，就要先弄清楚哪些是应该交AWRP的区域。一句话总结：进入Joint War Committee Areas就要交AWRP。
Joint War Committee Areas有哪些呢？
Joint War Committee（简称JWC）是那些船壳险的保险公司组成的一个委员会，会发布所谓的JWLAxxx，列明哪些区域是属于JWC Listed Areas (areas of perceived enhanced risk) ，船只要进入这个区域，船东就要给保险公司交额外的保费。
Indian Ocean / Arabian Sea / Gulf of Aden / Gulf of Oman / Southern Red Sea
The waters enclosed by the following boundaries:
a)On the north-west, by the Red Sea, south of Latitude 15° N
b)on the west of the Gulf of Oman by Longitude 58° E
c)on the east, Longitude 65° E
d)and on the south, Latitude 12° S
excepting coastal waters of adjoining territories up to 12 nautical miles offshore unless otherwise provided.

所以重要的事情再说一遍，船在印度洋经过上述的区域是要交额外的保费的。
然而由于海盗情况没有之前那么严重，印度洋到Gulf of Oman/Arabian Sea这段（见下图Muscat所在的浅色阴影部分），好多保险公司已经不收保费了（但是船东负有通知保险公司的义务）。
说完JWC areas，还有一个概念需要提一下——BMP 4 High Risk Area（简称BMP 4 HRA）。
BMP 4是Best Management Practices for Protection against Somalia Based Piracy Version 4的简称。大家可以打开Netpas Distance，这里面清楚地画出了BMP4 HRA的区域（如下图）。
船进入BMP 4 HRA除了要交前文提到的进入JWC areas要交的AWRP之外，大部分的船东还会强制要求上armed guards。
